Assembly of Delegates

VCCA 1998 Annual Convention

October 3, 1998

The Assembly of Delegates was called to order at 9:30 a.m. by Melba Taylor, VCCA President. Roll call was taken to determine if a quorum was present. The following schools were represented: Central Virginia CC, Danville CC, Eastern Shore CC, Germanna CC, J. Sargeant Reynolds CC, John Tyler CC, Lord Fairfax CC, Mountain Empire CC, Northern Virginia CC, Paul D. Camp CC, Piedmont Virginia CC, Southside Virginia CC, Southwest Virginia CC, Thomas Nelson CC, Tidewater Community College, Virginia Community College System Office, Virginia Highlands CC, Virginia Western CC, Wytheville CC. The following schools were not represented: Blue Ridge CC, Dabney S. Lancaster CC, Patrick Henry CC, Rappahannock CC.

The president reviewed the rules and procedures for the Assembly of Delegates. A motion was made and seconded to accept the rules and procedures as read for the Assembly of Delegates. Motion carried.

Two amendments were presented to the Assembly for consideration.

Amendment No. 1: Addition of the following statement to Article IV, Assembly of Delegates

4.1.1.3 The number of voting delegates per institution will be determined using the membership list as of June 30 of the previous membership year.

The rationale was explained by Melba Taylor, president. She noted that each year the number of delegates varies and the exact number changes rapidly. To make it easier for the delegate count to be determined prior to the Convention, the number from the previous year would be used. A motion was made and seconded to accept the proposed Amendment No. 1. Motion carried.

Amendment No. 2: Add the following statement to Article V, Officers

5.3.1.1 Candidates for the office of Treasurer must have a minimum of three (3) years experience in the field of accounting.

The rationale was explained by Melba Taylor, president. She noted that this was a recommendation of the VCCS auditor, Terry Webster. A statement in support of the passing of the amendment from Terry Webster was read to the Assembly. A motion was made and seconded to accept the proposed Amendment No 2. The floor was open for discussion.

Jim Geiger (VHCC) noted as a former treasurer the magnitude and difficulty of the job can be overwhelming to someone without accounting experience. He urged passage of the amendment.

Margaret (WCC) inquired as to the meaning of "field of accounting." It was explained as an accounting instructor, business manager, etc. This does not mean that anyone applying would have to be a CPA, but due to the wide scope of the job a knowledge of accounting principles is necessary.

There was a call for the question and motion to accept the proposed Amendment No. 2. A vote was called. Motion carried.

The floor was open to any further business. Since none was presented, a motion to adjourn the 1998 Assembly of Delegates was made and seconded. Motion carried.
