VCCA 1999 Annual Convention
Memorandum For The Record
October 9, 1999

 

The Assembly of Delegates was called to order at 9:15 p.m. at the Hyatt Richmond in Richmond, Virginia, by Virginia Hartman, VCCA President. The Parliamentarian processed and certified delegates to determine if a quorum was present. A quorum was present, and the following community colleges were represented by voting delegates:

J. Sargeant Reynolds Community College,

Northern Virginia Community College,

The President reviewed the rules and procedures for the Assembly of Delegates. One amendment was presented to the Assembly for consideration:

Amendment No. 1: Revise Constitution, Article III, Membership and Dues

Revise 3.1: Change the word Adjunct Membership to Auxiliary Membership

Revise 3.1.2.1.1: Change community college to Virginia community college

Revise 3.1.2.2.1: Change community college to Virginia community college and omit "and who is considered permanent."

Revise 3.1.3: Change Adjunct Membership to Auxiliary Membership

Revise 3.1.3.1.1: Replace "to members of college boards and any other individual" with "to non-VCCS employees: members of college boards and any other individual"

The rationale for the changes to Article III, Membership and Dues, was explained by Virginia Hartman, President. Over the last two years, VCCA members have questioned the intent of the VCCA Adjunct Membership category, namely, whether this category included all part-time employees or just non-VCCS individuals. After searching the archives and discussing intent with charter members, the Executive Committee determined that the category of Adjunct Membership should include only non-VCCS employees wishing to support the purposes and functions of the Virginia Community Colleges Association and Virginia community college education. Since the word adjunct is misleading and may be interpreted to include part-time faculty, the membership category change to Auxiliary Membership and the addition of "non-VCCS employees" should make the category definition clearer. To ensure that the Association voting members remain focused on the needs of Virginia community colleges, the Executive Committee also included "Virginia" in the definition of membership categories. A motion was made and seconded to accept the proposed Amendment No. 1. There was no discussion. Motion carried.

 

The floor was open to any further business. Since none was presented, a motion to adjourn the 1999 Assembly of Delegates was made and seconded. Motion carried. The meeting adjourned at 10 a.m.

The next meeting of the Assembly of Delegates will be held on Saturday, October 7, 2000, following the Breakfast & Closing General Session of the VCCA Convention in Roanoke.
